Mr. Heims was born and raised in rural Iowa. After graduating from Loras College he worked with the United States Treasury IRS through 1961 as an Income tax auditor where we are sure he made lots of friends (no sarcasm there). After that he attended the University of Iowa School of law. He joined and became a partner in Moss, Heims and Casey Law firm in Dyersville, Iowa. During his tenure there for the next 32 years his emphasis was tax law but being in a small town made him an "expert" in many areas of law. He worked as a negotiator for seven different school boards where he represented the school board to negotiate yearly contracts with the cooks, custodians, bus drivers and personnel who chose to join the Unions. He acted as city attorney for four different communities, frequently taught tax law for the Iowa State Bar Association, created two 501 C3 organizations, including securing exempt status for both, became first president of each and member of the boards for many years. One of these organizations was the area Chamber of Commerce that included seven smaller communities; another was a Charitable foundation. Mr. Heims was actively involved with the community where he provided extensive community service, including all the behind the scenes work to build a large child care center all with donated monies including a Hospital (Mr. Heims, through exceptional negotiations was able to convince the Hospital to donate the land).
